Biến đổi khí hậu (BĐKH) đang làm gia tăng nguy cơ ngập lụt ven biển và đòi hỏi phải đổi mới phương pháp lựa chọn, đầu tư và quản lý các công trình bảo vệ bờ biển. Tuy nhiên, phần lớn nghiên cứu hiện nay chỉ tập trung vào từng khía cạnh riêng lẻ như kỹ thuật, kinh tế hoặc quản trị, dẫn đến thiếu một khung tích hợp hỗ trợ ra quyết định trong điều kiện bất định dài hạn. Bài báo đề xuất Khung Kinh tế và Quản lý Thích ứng nhằm hỗ trợ đánh giá và quản lý các giải pháp thích ứng với ngập lụt ven biển tại Việt Nam. Trên cơ sở tổng quan các nghiên cứu trong và ngoài nước về kinh tế thích ứng, quản trị thích ứng và bảo vệ bờ biển, EMAF được xây dựng gồm ba mô-đun: (i) lựa chọn danh mục đầu tư bằng phân tích đa tiêu chí kết hợp đánh giá kinh tế; (ii) đánh giá năng lực quản trị và thể chế; và (iii) quản lý thích ứng dựa trên hệ thống giám sát, đánh giá và học hỏi (MEL). Khung EMAF tích hợp đánh giá kinh tế, quản trị thích ứng và quy trình đầu tư xây dựng, góp phần hỗ trợ lựa chọn, thẩm định và quản lý các dự án bảo vệ bờ biển theo hướng thích ứng và phát triển bền vững.
